The original meaning was a pejorative term for southern peoples seen as foreign and untamed — someone doubly 'other,' as wild as a creature. Over time the roughness generalized: reckless boldness, and colloquially in modern Chinese, simply 'quite' or 'pretty' as in 蛮好.
